Dr. Lolita Mancheno is currently Director of Program Management at Master Key Consulting, a process oriented information technology and professional services company. Prior to joining Master Key in 2012, she was Director of Information Services at the Office of the Special Inspector General for Iraq Reconstruction (SIGIR). She was directly responsible for SIGIR's CIO services and production operations of the SIGIR Quarterly & Semi – Annual Reports to Congress. In her latter role, she worked with a variety of federal Departments (Defense, State), the U.S. Agency for International Development, the Government of Iraq, and the U.S. Embassy in Baghdad.
Before swearing into the Army for her work at SIGIR, Dr. Mancheno held various executive positions at the U.S. Postal Service (USPS). During her nine-year tenure at the USPS, she helped deploy national strategic, operational, and human resources policies impacting over 700,000 employees and she was the chief architect of the Postal Service's current corporate succession planning process for executives.
In January 2005, the GAO-05-90 Leading Diversity Management Practices identified the succession planning program and a multicultural initiative she innovated and implemented as leading best practices within the federal government. In May 2005, the Organization Development Institute's First Place Silver Bowl award for outstanding organization project of the year went to the USPS for her submission of "Succession Management: A Case Study in Diversity and Change." Also, while at the USPS she pioneered a web-based geographical information system and performance scorecard for the entire retail access network which consisted of over 33,000 post offices, stations, branches and contract postal units. This work was the foundation used to facilitate the Retail Network Optimization plan that became part of the USPS Transformation Plan.
Prior to her quasi-government career at the USPS, Dr. Mancheno was a partner/Vice President with Six Sigma-Qualtec, an international training and management-consulting firm. Her consulting career included the position of Vice President with the Marshall-Qualtec Group, Director of Organizational Technologies for the Institute of Management Resources, and International Management Consultant with Universal Management Concepts. Client engagements included organizations such as Ford, Chrysler, GE, Thompson Electric, BBV and the U.S. Department of Energy. Through these client engagements, she worked with foreign governments and businesses in Panama, Mexico, and Spain on a diverse portfolio of management consulting services.
Dr. Mancheno is currently adjunct faculty at Strayer University and the University of Phoenix teaching graduate business and human resource management programs. Most recently, she was a candidate at-large in the Fairfax County 2011 General Elections for the nonpartisan Fairfax County School Board of Education. She currently serves, as Board Chairman of the Mid-Atlantic Hispanic Chamber of Commerce, Board President of Hispanics Against Child Abuse and Neglect (HACAN), the Advisory Boards of CrisisLink and Childhelp and recently co-founded the Coalition of the Silence. She lives in Fairfax Station, VA with her husband, Larry Smoak and has four grown stepchildren.
Dr. Mancheno holds a B.S. in Engineering from Columbia University, a M.S. in Engineering from the University of Miami, and a doctorate in Business Administration with a Human Resources concentration from the Nova Southeastern University.
